Dr. Ebikapaye Okoyen is Medical Doctor that holds an MB,BS from University of Port Harcourt (2006) with two graduate qualifications of Master of Business Administration from National Open University of Nigeria(2012) and Master of Health Planning & Management from University of Benin(2014) and currently a Ph. D Candidate of Healthcare Administration, University of Benin. He has a Google Certification in Project Management with over 16 years of work experience in the Bayelsa State Ministry of Health, Yenagoa and has held several positions such as Special Assistant to the Honourable Commissioner, Programme Implementation Unit Lead for GAVI Health Systems Strengthening Project and State Program Manager, Saving One Million Lives Program for Results (SOML PforR) - a World Bank Funded, Results based Financing Maternal, Child Health and Nutrition intervention aimed at improving quantity and quality of service. Currently he is a Director Cadre in the Department of Health Planning, Research and Statistics, a board member of the Niger Delta University Teaching Hospital Governing Board and holds the position of Senior Technical Assistant to the Honourable Commissioner, Ministry of Health as well as the State Coordinator/Desk Officer of the Sector Wide Approach (SWAp) – a strategy of the Nigeria Health Sector Renewal and investment Initiative (NHSRII) He is also an alumnus of Galilee International Management Institute, Israel (2018) with a Diploma in Health Systems Management and is a Fellow of the International Society for Quality in Healthcare (ISQua), Dublin, Ireland, a Fellow of the Chartered Institute of Administrators(CIA) of Nigeria and one of the pioneer Five Global recipients of the HealthCare Safety Fellowship of the Patient Safety Movement Foundation. His expertise and research interest is Health Care Quality Improvement, Patient Safety, Health¬¬¬¬ Systems and Health Services
